Apply for the Low Income Home Energy Assistance Program (LIHEAP)

The Low-Income Home Energy Assistance Program (LIHEAP) helps income-qualified households afford their home energy costs. In Illinois, the LIHEAP application can also qualify households for monthly utility bill discounts for specific vendors. You can apply for LIHEAP through one of the local administering agencies.

How to Apply for LIHEAP and the Low-Income Discount Rates:

To apply for utility bill assistance through the Low Income Home Energy Assistance Program (LIHEAP):

1. Visit www.PowerBillDiscount.com and enter your address to find your local Community Action Agency. The site also provides information about LIHEAP and the Low-Income Discount Rates, for which you may also be eligible.
2. Some Agencies offer online applications, but not all do. You may need to schedule an appointment.
3. You can review income guidelines at this link.
4. You will need to gather the following documents for your application:
   1. Proof of the past 30-day income through a paystub, check, or copy of a check showing a fixed income amount (such as SSA, VA, DHS benefits), or other proof of documentation for any income source.
   2. Utility bill(s).
   3. A Social Security card or ITIN for residents who have one. Residents without an ITIN or a SSN can still apply.
