The Illinois Home Weatherization Assistance Program (IHWAP) helps qualifying households conserve utilities by improving energy efficiency. The program also makes critical home safety repairs.
What is Weatherization?
Eligible households will receive an energy audit to identify potential cost savings and health hazards that IHWAP can address. Work is completed at no cost to qualifying families. Renters, homeowners, single-family homes, multi-family homes, and mobile homes can all be weatherized. Some of the measures that may be provided include:
- Attic and wall insulation
- HVAC repair or replacement
- Air sealing
- Water heater repair or replacement
- Ventilation and moisture control

How to Apply for Weatherization
- Start Your Application: You can submit an online pre-application or apply in person. To apply in person, enter your home address at this link to find your local Community Action Agency.
- Meet Eligibility Guidelines: To qualify for the program, your household will need to meet income guidelines or be categorically (automatically) eligible by receiving one of the following:
- Low Income Home Energy Assistance Program (LIHEAP).
- Your household contains a member who has received cash assistance payments under Title IV or XVI of the Social Security Act at any time during the 12 months preceding the determination of eligibility for weatherization assistance, or
- HUD means-tested programs (enrolled at time of weatherization application), including:
- Community Development Block Grants (CDBG)
- HOME Investment Partnerships Program (HOME)
- Lead Hazard Control & Health Homes Program
- HUD Multi-family Assisted Properties
- HUD Public Housing
- HUD Vouchers
- HUD-VASH Vouchers (VA Supportive Housing)
- Low-Income Housing Tax Credit.
- USDA means-tested programs (enrolled at time of weatherization application) including:
- Section 521 Rental Assistance
- Section 502 Direct Home Purchase Program
- Section 533 Housing Preservation Grant Program
- Section 504 Home Repair Program
Where Does Weatherization Funding Come From?
IHWAP receives funding from:
- The U.S. Department of Energy
- The U.S. Department of Health and Human Services
- The State of Illinois
- Rate-Regulated Utility Funding
